Job Description

We are seeking a strategic, trusted Business Development Manager to help expand Starboard’s presence across the U.S. federal government – particularly within the Department of Defense, Intelligence Community, and Homeland Security.You’ll own and drive new business development within federal agencies responsible for maritime awareness, subsea infrastructure, and strategic resilience. This is a senior-level role requiring confidence in classified settings, credibility with senior stakeholders, and a solutions-first mindset.You’ll be selling a category-defining enterprise SaaS platform — trusted by governments worldwide to monitor oceans, detect threats, and protect critical infrastructure. What You’ll Be Doing:Strategic Federal Sales ExecutionIdentify and qualify net-new opportunities across DoD, IC, DHS, and relevant COCOMsLead full-cycle capture efforts — from early outreach to proposals, pricing, and contract closeRepresent Starboard in federal meetings, classified briefings, industry events, and acquisition discussionsTrack pipeline health, pilot conversion, and revenue performance across your regionCustomer & Stakeholder EngagementBuild high-trust relationships with CIOs, program managers, strategic advisors, and acquisition leaders across U.S. federal entitiesDrive multi-year account expansion through renewals, re-competes, and adjacent opportunitiesNavigate complex procurement channels (e.g., OTAs, SBIRs, CRADAs)Work with primes, integrators, and coalition partners to embed Starboard into broader mission systemsSolution & Mission AlignmentUnderstand agency pain points and communicate how Starboard’s platform supports ISR, MDA, C4ISR, and cyber-integrated operationsCo-design value-led solutions with Sales Engineers and Mission SMEs – including demos, PoCs, and pilot frameworksSupport post-sale success by staying close to early program deployment and capability feedback This is a role for someone who loves building real-world momentum – with a platform that helps agencies act before threats escalate.What You’ll Bring:You might be a transitioning reservist, a contracts-savvy GovCon operator, or someone who’s helped shape innovation pathways like AFWERX or DIU.
